Implement executes the task list. It respects the Foundational-before-features gate and the dependency graph, loads only the slice each task needs (token frugality), and satisfies the mapped FR-###/acceptance criteria with tests. As it goes, it checks off tasks (- [x]) and advances each story’s status, stopping at story checkpoints for review.
